Joyce Shanahan has more than 25 years of local government management experience. She began her tenure as City Manager of Ormond Beach in February 2009. Prior to that she served as City Manager of Fort Walton Beach, FL, from 2003-2009 and served as the Council appointed Finance Director from 1997-2003.
Prior to coming to Florida, Ms. Shanahan served as the Chief Financial Officer and Asst. Nursing Home Administrator for Shenandoah Valley Westminster Canterbury, a continuing care retirement community in Winchester, Virginia. Ms. Shanahan previously worked for the City of Winchester, VA, from 1987 to 1995, in various capacities including that of Management Services Director.
Ms. Shanahan has a Masters Degree in Public Administration from the University of Pittsburgh and a Bachelor of Arts in Political Science from the University of North Carolina at Greensboro. She once held a National and State of Virginia Nursing Home Administrator's license.
Ms. Shanahan is a Past-President for the Florida City County Manager's Association (FCCMA) and served as a Board Member from 2007 to 2014, as well as other boards and committees.

Ms. Shanahan has received much recognition and awards. Most recently, the City received the FLC Florida Citizenship Award for the OB Life citizen engagement series.
