The board consists of five members who are appointed by the City Commission. The members will reside preferably in a defined program area of the City. The board meets on call, and the staff liaison is the grants coordinator. The board is governed by Section 2-218 of the Code of Ordinances.

The Neighborhood Improvement Advisory Board (NIAB) advises the City Commission and City staff on matters pertaining to the general program direction, neighborhood improvement efforts in areas of the City designated by the City Commission, and improvement efforts funded from the Federal Housing and Community Development Act of 1974.

NIAB review includes general program goals and objectives, the direction of future grant applications, review of general policies, and program evaluation.
