Comprehensive Planning
Overview
Adopted by the 1985 Legislature, the Local Government Comprehensive Planning and Land Development Regulation Act - also known as Florida's Growth Management Act - requires all of Florida's 67 counties and 410 municipalities to adopt local government comprehensive plans containing chapters or "elements" to address future land use, housing, transportation, infrastructure, coastal management, conservation, recreation and open space, as well as, intergovernmental coordination and capital improvements. For further information on comprehensive planning, please refer to guidance set forth by the State of Florida, Department of Community Affairs (DCA).
Pursuant to Section 163.3191.F.S., "Each local government shall adopt an Evaluation and Appraisal Report (EAR) once every seven years assessing the progress in implementing the local government's comprehensive plan." The report evaluates how successful a community has been in addressing major community land-use planning issues. Based on this evaluation, the report suggests how the plan should be revised through EAR-based amendments to better address community objectives, changing conditions and trends affecting the community and changes in State requirements.
