Municipalities in Florida may annex contiguous, unincorporated territory by ordinance following two publicly advertised public hearings.
The city of Ormond Beach requires any contiguous properties to annex prior to the provision of water and sewer service. Non-contiguous properties applying to the city for water or sewer service are required to execute a petition for annexation, assuring that those properties will annex at the time they become contiguous.
