SPECIAL CITY COMMISSION MEETING

Present were: Mayor Dave Hood, Commissioners Jeffrey J. Boyle, Thelma B. Irvin, Frank Gillooly, Carl G. Persis, City Manager Eugene Miller, City Attorney Randy Hayes, and Veronica Patterson, City Clerk.

A G E N D A

1. Meeting called to order by Mayor Hood.
   
2. Pledge of Allegiance.
   
3. RESOLUTION No. 98-63 authorizing and directing the execution of an Airpark Lease Agreement between the City and U.S. Airship Leasing, Inc., a subsidiary of WDL Airship, Inc., for the lease of certain real property at the Ormond Beach Municipal Airport for use and development as a hangar project for all aviation uses, and especially for operation of an airship storage, manufacturing and service facility; setting forth an effective date.
   
4. Close the meeting.

Mayor Hood called the meeting to order at 7:00 PM.

Item #2 - Pledge of Allegiance

Mayor Hood led in the Pledge of Allegiance.

Item #3 - Airpark Lease Agreement with U.S. Airship Leasing, Inc.

RESOLUTION NO. 98 -63

A RESOLUTION AUTHORIZING AND DIRECTING THE EXECUTION OF AN AIRPARK LEASE AGREEMENT BETWEEN THE CITY AND U.S. AIRSHIP LEASING, INC., A SUBSIDIARY OF WDL AIRSHIP, INC., FOR THE LEASE OF CERTAIN REAL PROPERTY AT THE ORMOND BEACH MUNICIPAL AIRPORT FOR USE AND DEVELOPMENT AS A HANGAR PROJECT FOR ALL AVIATION USES, AND ESPECIALLY FOR OPERATION OF AN AIRSHIP STORAGE, MANUFACTURING AND SERVICE FACILITY; SETTING FORTH AN EFFECTIVE DATE.

Commissioner Persis moved, seconded by Commissioner Boyle, for approval of Resolution No. 98-63, as read by title only.

Mr. Jim Powers, 3 Santa Lucia, stated that in the future, he recommends the City Manager not permit an elected official to negotiate contracts unless the City Manager publicly designates an alternate negotiator from the City Commission, and that party not vote on the contract he negotiates.

Commissioner Boyle stated this contract, as it is currently configured, will be a very good deal for Ormond Beach. He expressed his appreciation to Mr. Ted Kramer for laying the groundwork for this deal and Mayor Hood for rescuing the agreement and volunteering his own time and resources to negotiate an agreement which promises great things for Ormond Beach.
