Present were: Mayor Dave Hood, Commissioners Jeffrey J. Boyle, David Schecter, Frank J. Gillooly, Carl G. Persis, City Manager Eugene Miller, City Attorney Fred S. Disselkoen, and City Clerk Veronica Patterson.

1. Meeting called to order by Mayor Hood.
2. Invocation given by Father Stephen Baumann, St. Brendan’s Catholic Church.
3. Pledge of Allegiance.
   
4. Oath of Office administered to the City Commissioners:

5. Nominations for Deputy Mayor:

1. Resolution No. 97-223 electing the Deputy Mayor of the City of Ormond Beach, Florida; establishing term and conditions of service.
   
2. Oath of Office administered to the Deputy Mayor.

6. Consent Agenda: The action proposed to be taken is stated for each item on the Consent Agenda. Unless the item is removed from the Consent Agenda by a City Commissioner, no discussion on individual items will occur and a single motion will approve all items.

1. Resolution No. 97-224 appointing the members of the Planning Board; establishing terms and conditions of service.
   
2. Resolution No. 97-225 appointing the members of the Citizens’ Law Enforcement Advisory Board; establishing terms and conditions of service.
   
3. Resolution No. 97-226 appointing a representative as a member of the Rigby Scholarship Committee; establishing term and conditions of service.
   
4. Resolution No. 97-227 appointing the members of the Workplace Safety Committee; setting forth terms and conditions of service.

Item #1 - Call to Order

Mayor Hood called the meeting to order at 8:00 PM.

Item #2 - Invocation

The invocation was given by Father Stephen Baumann, St. Brendan’s Catholic Church.

Item #3 - Pledge of Allegiance

Mayor Hood led in the Pledge of Allegiance.

Item #4 - Administration of Oath of Office, City Commissioners

City Clerk Veronica Patterson administered the Oath of Office to Commissioners Jeffrey J. Boyle and Frank J. Gillooly.

Item #5(A) - Nomination of Deputy Mayor

Commissioner Schecter nominated Commissioner Frank Gillooly as Deputy Mayor. As there were no additional nominations for Deputy Mayor, Mayor Hood declared the nominations closed.

RESOLUTION NO. 97-224

A RESOLUTION ELECTING THE DEPUTY MAYOR OF THE CITY OF ORMOND BEACH, FLORIDA; ESTABLISHING TERM AND CONDITIONS OF SERVICE; SETTING FORTH AN EFFECTIVE DATE.

Commissioner Schecter moved, seconded by Commissioner Boyle, for approval of Resolution No. 97-224 with Commissioner Gillooly named as Deputy Mayor.

Item #5(B) - Administration of Oath of Office to Deputy Mayor

The City Clerk administered the Oath of Office to Deputy Mayor Frank Gillooly.

Item #6 - Consent Agenda

Mayor Hood advised that the action proposed to be taken for each item on the Consent Agenda is so stated on the agenda. He asked if any member of the Commission had questions or wished to discuss any one or more of the items separately.

Commissioner Schecter moved, seconded by Commissioner Boyle, for approval of the Consent Agenda.

Item #7 - Appointing Representatives of the Volusian Water Alliance

RESOLUTION NO. 97-229

A RESOLUTION APPOINTING A REPRESENTATIVE AND AN ALTERNATE REPRESENTATIVE AS MEMBERS OF THE BOARD OF REPRESENTATIVES OF THE VOLUSIAN WATER ALLIANCE; ESTABLISHING TERMS AND CONDITIONS OF SERVICE; SETTING FORTH AN EFFECTIVE DATE.

Commissioner Schecter moved, seconded by Commissioner Boyle, to adopt Resolution No. 97-229 naming Commissioner Gillooly to serve as the representative of the Volusian Water Alliance, as read by title only.

Item #8 - Appointing Representative of the Volusia Council of Governments

RESOLUTION NO. 97-230

A RESOLUTION APPOINTING A REPRESENTATIVE AS A VOTING MEMBER OF THE VOLUSIA COUNCIL OF GOVERNMENTS; SETTING FORTH AN EFFECTIVE DATE.

Commissioner Schecter moved, seconded by Commissioner Boyle, to adopt Resolution No. 97-230, as read by title only.

Item #9 - Appointing A Liaison to the Volusia County Land Acquisition Selection Committee

RESOLUTION NO. 97-231

A RESOLUTION APPOINTING A LIAISON TO THE VOLUSIA COUNTY LAND ACQUISITION SELECTION COMMITTEE; ESTABLISHING TERM AND CONDITIONS OF SERVICE; SETTING FORTH AN EFFECTIVE DATE.

Commissioner Schecter moved, seconded by Commissioner Gillooly, to adopt Resolution No. 97-231, as read by title only.

Item #10 - Dates and Times for Holding City Commission Meetings

RESOLUTION NO. 97-232

A RESOLUTION FIXING THE DATES AND TIMES FOR THE HOLDING OF REGULAR MEETINGS OF THE CITY COMMISSION OF THE CITY OF ORMOND BEACH, FLORIDA, DURING THE YEARS 1998 AND 1999; PROVIDING FOR EXCEPTIONS THERETO; SETTING FORTH AN EFFECTIVE DATE.

Commissioner Schecter moved, seconded by Commissioner Persis, to adopt Resolution No. 97-232, as read by title only.

Item #11 - Adoption of Rules of Parliamentary Procedure

RESOLUTION NO. 97-233

A RESOLUTION ADOPTING RULES OF PARLIAMENTARY PROCEDURE; SETTING FORTH AN EFFECTIVE DATE.

Commissioner Schecter moved, seconded by Commissioner Persis, to adopt Resolution No. 97-233, as read by title only.

Item #12 - Audience Remarks

Forum for Zone 2 Seat

Mr. Art Nustad, 204 Saddle Creek Trail, congratulated the two (2) newly elected Commissioners. He announced the Citizens for Ormond Beach will have a forum for the seat to be vacated by Commissioner Schecter in Zone 2.

Item #13 - Reports, Suggestions, Requests

Gratitude for Support

Commissioner Boyle expressed his appreciation to the community, his wife and family, and the many supporters who have made it possible for him to serve as a City Commissioner. He stated it is a great privilege to work with all the people in the community and to represent them.

Commissioner Gillooly also expressed his appreciation to his supporters during the election as well as to his wife. He thanked his fellow Commissioners for their faith in him and stated he will do all he can to justify that faith.

Congratulations

Commissioner Schecter congratulated Commissioner Gillooly and stated he is looking forward to a strong year on the Commission. He expressed his appreciation to staff for the work they have done throughout the year.

Commissioner Persis congratulated Commissioner Gillooly for his election to the Commission, as Vice-Mayor and as representative to the Volusian Water Alliance. He also thanked the citizens for coming this evening and wished everyone a happy holiday season. Commissioner Persis stated it is a pleasure to serve with the Ormond Beach City Commission.

Mr. Miller stated that on behalf of the staff and himself, he is looking forward to working for the Commission and with the Commission for the betterment of the community.

Mr. Disselkoen stated it is a privilege to work with the City Commission.

Mayor Hood congratulated Commissioner Boyle and Commissioner Gillooly. He stated there is a great deal of teamwork necessary between the Commission and staff and this community has been very fortunate to have very professional people to serve on the Commission and City staff.
