When attending a City Commission meeting, there are a few things to keep in mind so that you make the most of your visit.

For your convenience, agendas are available at the rear of the Auditorium for each City Commission meeting. A copy of all documents pertinent to each item on the agenda is in the City Clerk’s office for the convenience of the public during regular office hours, and also in the rear of the auditorium for review prior to the Commission meeting.

The legislative body of the City of Ormond Beach is comprised of a Mayor and four (4) Commissioners. The Mayor elected at large and each Commissioner elected by zone, on a non-partisan basis, serve two (2) year terms. The City Manager is appointed by the Commission and serves as the chief executive officer to carry out their policies and oversee the daily business of the City. Professionally qualified and experienced personnel head the departments providing municipal services to the public. In addition, boards and committees comprised of many areas residents, assist and advise the City Commission on various matters.

  1. MEETING:

    Regular Meetings: 7 p.m.

    The City Commission holds regular meetings on the first and third Tuesday of each month, at which time official action is taken on each item listed on the agenda.

    Continued Meetings:

    Regular meetings can be continued to a date certain when there is an urgency to take action before the Commission officially meets again.

    Special Meetings and Workshops:

    Workshops and special meetings are called by the Mayor and Commission when additional time is needed to discuss or act on certain items. These meetings are noticed in the daily newspaper and are open to the public.

  1. PARTICIPATION:

Public participation in meetings is encouraged by the City Commission.  If you wish to speak before the City Commission, please complete a card found in the rear of the chambers and present it to the City Clerk prior to the beginning of the "Audience Remarks" for items not on the agenda or prior to the consideration of the agenda item.

In speaking before the City Commission, the following policy shall be followed:

  1. Comments regarding items not on the agenda may be made during the "Audience Remarks" section of the agenda and are limited to 3 minutes.  Audience remarks will conclude after 30 minutes.  Individuals who submitted a card and did not have an opportunity to speak will be heard at the end of the meeting; however, no new cards will be accepted at that time.
     
  2. Comments regarding items on the agenda, other than "Discussion Items," will be heard at the time the item is considered by the Commission.  You may speak on a "Discussion Item," if you fill out a sign-up card in advance and the Commission takes a vote on the issue.
     
  3. When the Mayor calls your name, you may approach the podium and clearly state your name and address for the record.
     
  4. Address all remarks to the Mayor, as presiding officer.
     
  5. Any person making personal, impertinent or slanderous remarks, or who shall become boisterous or use offensive language, may be requested to leave the meeting.  All participants or speakers shall refrain from belittling or insulting remarks or from making personal attacks.
     
  6. No reference by name to any individual present or absent, including Commission members and the City staff, shall be used in a derogatory or offensive manner by any person addressing the City Commission.
  1. ORDER OF BUSINESS:

At each meeting the Commission follows an order of business which is prepared in detail the preceding week and sent to each Commissioner for review. Items on the agenda are investigated and reviewed by the City Manager and staff so the Commission can have all available facts prior to making decisions.

  1. Ordinances: An Ordinance is a legislative act of the Commission and requires two readings, with at least 10 days between each reading, unless otherwise stated within the ordinances.Resolutions:
     

  2. A resolution expresses a formal intention of the Commission or directs certain types of administrative action and requires one reading only.

  1. PROCEDURE:

Procedure in the Commission, as well as the decorum of all persons participating in Commission meetings, is governed by Roberts Rules of Order. All meetings of the City Commission and the boards and committees are open to the public and are conducted under the State of Florida "Sunshine Law".

  1. CONDUCT AT MEETINGS:

Citizens are expected to conduct themselves in an orderly and courteous manner during the meeting. Anyone disruptive, or behaving in a disorderly manner will be removed from the Commission Chambers.
