1. What type of airport is Ormond Beach Municipal Airport (OMN)?

OMN is defined as a General Aviation Reliever Airport. The term general aviation refers to all civil aircraft that are not classified as air carrier, commuter, or military in nature. A reliever airport pulls private aircraft away from the air carrier airports to reduce air traffic delays and increase safety. An air carrier airport is an airport that provides regularly scheduled passenger and freight service.

2. Why are planes allowed to take off and land late at night?

OMN is a public use airport and obligated by the Federal Aviation Administration to be open 24 hours, available to all aircraft.

3. Why do I notice increases and decreases in the number of airplanes that fly over my house?

Residents near the airport may notice fluctuations in air traffic activity because OMN has four runways pointing in different directions. Aircraft will use the runway that allows for the safest take off or landing. Aircraft generally need to take off and land into the wind, and smaller aircraft are more sensitive to wind conditions. Therefore, depending upon the direction and intensity of the wind on any given day, residents may not see a single plane overhead, and on other days they may see quite a few.

The active runway for OMN is dictated by the direction of the wind along with the active runway at other airports in the area. Pilots flying into OMN will not be allowed to use an approach that would conflict with the approach being used at nearby airports, like Daytona Beach International Airport. Safety and aircraft separation are the air traffic controller’s main priorities.

4. How does the weather and season affect aircraft noise?

Individuals will usually notice an increase in aircraft noise during warmer months, when windows are open and people are outside. During hot and muggy summer days, aircraft climb performance decreases. They stay lower longer and more power is required to climb. A low cloud ceiling will also insulate the noise, especially apparent during helicopter operations. As air density increases and the air is cooler and dryer, air molecules are closer together resulting in the sound conducting better, traveling longer, and sounding louder.

5. Are there regulations on how low aircraft can be?

There are three scenarios for aircraft: departure, landing, and en route. When aircraft are taking off or landing there are no minimum altitude requirements. When en route, fixed wing aircraft must maintain at least 1000' over congested areas and 500' over other areas. Helicopters have no minimum altitude requirements.

6. What limitations prohibit OMN from establishing restrictions on airport operations?

On November 5, 1990 the U.S. Congress enacted legislation known as the Airport Noise and Capacity Act. As a result, Federal Aviation Regulation (FAR) 161 was established to limit the ability of airports to restrict access to an airport based on noise. Congress enacted the legislation to balance the interests of the aviation industry and airport neighbors. In addition, Interstate Commerce laws prohibit anyone to “in any way or degree obstruct, delay, or affect commerce or the movement of any article or commodity in commerce” (18 U.S.C. Sec. 1951(a)).

7. How can I make a noise complaint?

If the airport manager is not available to speak with you, please leave a message containing the following information: your name, address, and telephone number, the time of day that you were disturbed, the type of aircraft (jet, propeller, helicopter), the tail number of the aircraft, and any additional description of the event.

8. What happens when I place a noise complaint? What does the airport do with that information?

We research all complaints. When we receive multiple complaints from one operation we will notify the operator, inform them of the complaint, and review our noise abatement procedures. We log all complaints and use the information to identify areas in the noise program where modifications are needed.

1. What is my ISO Rating?

The Insurance Services Office (ISO) rating is the Public Protection Classification used to gauge the ability of the Fire Department to respond to fires.

The ISO rating is used by the insurance industry to determine insurance premiums for residences and businesses. The highest rating is a Class 1, which represents superior property fire protection. The lowest is a Class 10, which indicates the area’s fire suppression program does not meet ISO’s minimum criteria.

The current ISO rating for the City of Ormond Beach is Class 4/9. If your residence or business is located within 1,000 feet of a fire hydrant and you are within the city limits of Ormond Beach your ISO rating is Class 4. There are a few outlying areas within the city limits that are rated Class 9.

2. Are fire station tours available?

Fire station tours are available to the public. A tour of the entire facility is provided along with a presentation on fire safety, equipment, gear, and apparatus used by our firefighters.

No, but there are several fire extinguisher companies that are listed online or in the Yellow Pages.

4. Are CPR classes offered?

Yes, the American Heart Association Heartsaver CPR and AED course is offered to City of Ormond Beach residents at no charge. Classes are held the first Saturday of each quarter (January, April, July and October).

1. How do I buy tickets for your shows?

You can purchase tickets to any of our shows by simply visiting us at the Box Office located at:

2. Is the Box Office phone working?

Yes, it is working! However, due to high volume of calls, there may be periods of time when we are already on the phone or otherwise unable to answer. Please be patient and leave a message. 3. Do you charge a service fee for purchasing tickets over the phone?

No, there is no service fee for purchasing tickets over the phone. However, we require full payment at the time of booking using a Visa or MasterCard.

4. Do you have a balcony?

This is a very common question and the simple answer is no, we do not have balcony seating. The layout of the theater is similar to stadium seating and therefore there are two levels at which to enter the theater. All seating is elevated off the stage to provide you with optimum viewing.

5. Is your venue handicapped accessible?

Wheelchair seating is available on the ground level on a limited basis. Each patron visiting in a wheelchair may have one member of their party sit with them; however, all other members will be seated in the general seating area. Mobility-impaired patrons are welcome to sit in our first row of seating. This row is reserved for mobility-impaired patrons and their parties.

Please inform us of the need to sit in a handicapped / mobility-impaired area when purchasing tickets. These areas may sell out before the general seating does and are sold on a first-come, first-served basis. Please keep in mind that there is no elevator service to seating at our theater.

6. When is the schedule published?

1. How is my property zoned?

The City is responsible for establishing land use classifications as a means of regulating business and residential activities to ensure that uses are compatible and appropriate within defined areas of the City. Properties must generally comply with the regulations for the respective district in which they are located.

3. Is my property located in a flood hazard area?

The Federal Emergency Management Agency (FEMA) maps delineate areas that are within flood hazard areas (areas prone to flooding) as well as areas outside the flood hazard area (Flood Zone X). These maps are used by insurers and lenders to assist in determining if flood insurance is required for a property owner.

You can determine the flood zone for your property through the FEMA Map Service Center. Floodsmart.gov provides information regarding the purchase of a flood policy, risk assessments, types of flood insurance, and policy costs and terms.

4. Do I need a permit to repaint my commercial building?

Yes. The permit application, available on-line or in the Planning Department, requires that you provide samples of the colors to be used and a $15.00 permit fee.

3. When is yard waste picked up and how much can I place out?

Yard waste pick-up for the entire City is on Wednesdays. Customers are allowed one cubic yard each week, as well as an annual bulk pick-up of up to four cubic yards. Please keep in mind that any yard debris generated by a yardman, landscaper, etc. must not be placed out for pick-up. The yardman or landscaper is required to dispose of their own debris.

4. Why didn't Waste Management pick up the yard debris that my yardman placed out front?

Yardmen, as well as landscape contractors, lawn maintenance workers, tree surgeons, etc., are required per City Ordinance, Section 10-65 to remove any debris they generate. Waste Management is not required to remove contractor debris. In the event that Waste Management does remove the debris at the customer's request, the customer will be charged on his/her utility bill for the removal of the debris.

5. The streetlight on my street is flickering or burnt out. How do I report it?

Florida Power & Light maintains most of the streetlights in the City of Ormond Beach. Maintenance concerns for streetlights can be reported directly through FPL's "Power-Related Concerns" site. If you happen to have the 11-13 digit pole number (usually eye-level on the pole), that will assist FPL in locating the correct pole. Please see FPL for more information.
